  - makes it easier to upload and download your website files - FREE program

• IrfanView
  
  - great image viewer and editor - FREE program, and don't forget to download the Plugins

• Book: Creating Cool HTML 4 Web Pages, by Dave Taylor (IDG Books, 1998)
  
  - the best book I've found on making it simple to do great things on your website -- you can often find this used and cheap. I recommend going to Fetchbook.info to find a used copy (on May 5, 2006,there were copies available for $5 or less, plus shipping).

Of course, you have to USE the programs and READ the book before it does any good.
